Roadworks Roundup removal of COVID-19 relaxations

On the 2 June 2020, the Premier announced the bringing forward of the easing of Stage Two restrictions in regard to the COVID-19 pandemic to 3:00pm on the 5 June 2020.

Consequently the temporary relaxation of minimum notification requirements for new scheduled roadworks is being brought forward from the 30 June 2020 to 5 June 2020 and the provisions of Standard Specification Clause 160.49A will apply in full from the 6 June 2020.

Background:

Requirements for the Roadworks Roundup have been recently updated and are now included in the Standard Specification Clause 160.49A as follows.

The Principal maintains a Roadworks Roundup published on the Transport Services website every Monday morning that advises the community of scheduled works taking place on the State road network over a two-week period – see https://www.transport.tas.gov.au/road/closures_delays

The Contractor must submit to the Principal details of new works or amendments to existing works that require traffic management by COB Wednesday of every week (submission day) such that the works can be included in the Roadworks Roundup that will be published the following Monday.

The Contractor shall not commence work where the traffic management details have not been submitted to the Principal and where scheduled to commence prior to 12 days following the submission day.

The new draft version of the Roundup is circulated among the Department’s representatives in project services, network management and asset management on Monday (or the first business day) of each week for new works to be entered, or existing works to be amended.

During the period 1 April 2020 until 5 June 2020 the Department temporarily relaxed the minimum requirements for notifying the general community about new scheduled road works. This temporary change was to assist contractors to expedite works while there are generally lower traffic volumes across the network.

The bringing forward of the easing of Stage Two restrictions in regard to the COVID-19 pandemic to 3:00pm on the 5 June 2020 in combination with the ever increasing traffic volumes observed in recent weeks, it is forecast that the lower traffic volumes considered appropriate for the relaxation of minimum notification requirements will be exceeded from 6 June 2020.

Consequently the temporary relaxation of the minimum requirements for notifying the general community about new scheduled road works will shortly no longer be sustainable and full compliance with Standard Specification Clause 160.49A must be enforced.

 

Key Points:

  1. Contractors must submit details of works to be included in the Roadworks Roundup by COB each Wednesday.
  2. From 6 June 2020, in accordance Standard Specification Clause 160.49A, with for each Wednesday (submission day) Contractors can only submit details of works to commence on or after 12 days following the submission day.
  3. The Contractor shall not commence work scheduled to commence prior to 12 days following the submission day.

Further to this, the relaxing of restrictions regarding working hours within the Greater Hobart Area has likewise been withdrawn and the normal restrictions as detailed on the Department of State Growth Transport web-site will apply from 6 June 2020:
